After months of speculation that Penn, 24, and Zoe, 22 were together, they confirmed the rumours with a loved-up PDA in New York City.
The Gossip Girl actor, who is currently filming a biopic about the life of tragic musician Jeff Buckley, and the rock-royalty daughter of Lenny Kravitz held hands as they walked through the NYC SoHo neighbourhood last week.
They also shared a public kiss on the street before parting ways.
Penn has been single since breaking-up with girlfriend of three years and Gossip Girl co-star Blake Lively last year.
Meanwhile, Lively has been less lucky in love, with the news that her relationship with Leonardo DiCaprio broke down due to Leo's commitments in Australia filming The Great Gatsby.
